28Th PHILRECA Annual General Membership Meeting

The Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) 28th annual meeting was held on August 2 & 3, 2007 at the Philippine Trade Training Center in Pasay City, Metro-Manila.

The theme of the meeting was “Electric Cooperatives: Breaking New Ground Amid Changes in the Power Industry”. The meeting was attended by about 710 delegates from 112 (out of 119) electric cooperatives or about 94%, with an average of 6 delegates per Electric Cooperative (EC), was one of the well-attended convention .

The Hon. Francis Joseph G. Escudero and Hon. Juan Miguel F. Zubiri, two young and newly-elected senators were guest speakers for the event. Both senators praised and congratulated PHILRECA for its role in the electrification program, particularly in lobbying for support from the executive and legislative departments of the Philippine Government. Senators Escudero & Zubiri have also offered their support to all electric cooperatives, through PHILRECA, in programs that respond to the directives of the Electric Power Industry Reform Act (EPIRA).

Mr. Vivek Talvadkar, Senior Vice-President of NRECA International, was the guest speaker at the Fellowship Night. Mr. Talvadkar spoke about the continuing support of NRECA to the electric cooperatives (ECs) through its various programs in its aim to help the ECs lower their losses on their respective systems and provide consumers with reliable and high quality power supply.

Several business sessions were also held during the two-day meeting with speakers coming from different government & private sector agencies in the energy sector including; the Department of Energy (DOE), the National Power Corporation (NPC), the Power Sector Assets and Liabilities Corporation. (PSALM), the National Transmission Corporation. (TRANSCO), the Energy Regulatory Commission (ERC), the Philippine Electricity Market Corporation. (PEMC), the Bureau of Local Government Finance (BLGF) and the NRECA Electricity for Progress (NEP).

PHILRECA is a non-stock, non-profit, and non-political entity whose mission is to promote the goals of the rural electrification program, foster nationwide interest and involvement in the program activities, and to encourage the growth of electric cooperatives as institutions in the rural areas of the country. It was organized and originally registered with the National Electrification Administration (NEA) on July 1, 1979, with its original name as Federation of Electric Cooperatives of the Philippines, Inc. (FECOPHIL). It was formally incorporated, and eventually registered with Securities & Exchange Commission (SEC) on Sept. 21, 1988. On February 21, 1991, the application for an amendment of its corporate name to Philippine Rural Electric Cooperatives Association, Inc. (PHILRECA) was finally approved.
